Conceptual Design Proposal: User Grouping Interface

As an Open edX contributor,
I want to define and document a conceptual proposal for a user grouping management interface,
so that we have a shared understanding of the problem space, goals, and core functionalities before moving into wireframing.

Acceptance Criteria

Scenario: Conceptual proposal is drafted and reviewed
Given we are designing a new interface for user grouping management at the course level
When I read the conceptual proposal
Then I can understand:

• The problem the interface aims to solve and why it matters to users
• The target users and their key needs or goals
• The scope of the solution (what is in scope, what is not)
• Core functionalities the interface should include (at a high level)
• How the proposal aligns with existing platform conventions or proposes meaningful changes
• The rationale behind key design decisions before starting the wireframes

@maguilarUXUI: I left a few comments on the document for you to review. Also, can we double check the acceptance criteria?

• The problem the interface aims to solve and why it matters to users
• The target users and their key needs or goals. -> Where can we document this? Is this something product can help us with?
• The scope of the solution (what is in scope, what is not) -> I think we're doing this here, at least for the first version.
• Core functionalities the interface should include (at a high level) -> Would this be this document here?
• How the proposal aligns with existing platform conventions or proposes meaningful changes -> would this be the core design principles?
• The rationale behind key design decisions before starting the wireframes

Hi @crathbun428 Chelsea, I think we can close all of them except the one about the prototype, while we wait for Ty and Majo's feedback on the feasibility of adding the ideas they mentioned yesterday in the Confluence document.
