Add support for running tests inside of this repo

We recently ran into critical bugs in the OONI Run website that we did not notice for a long time because no testing was in place (see: #100)

This task is about:

• Add boilerplate for running tests
• Integrate test running as part of github actions
• Write a few tests to ensure functionality works as expected
