[EVM] Integrate relevant Ethereum Pectra upgrade changes to Flow EVM Core

Ethereum Pectra upgrade is due to be released in a couple of months and we want to stay at parity by shipping an update reflecting the latest changes around the same time.

How we measure success

• Changs from Ethereum Pectra upgrade are integrated into EVM Core and all functionality works as expected

Some findings which should be investigated/acted upon, with regards to the Pectra upgrade:

• Investigate addition of gethParams.ChainConfig in EVM tracer constructors (EVM GW)
• Investigate introduction of Finalise(deleteEmptyObjects bool) in StateDB interface
• Update EVM transaction replay logic for EVM heights prior to Pectra upgrade
• Update transaction validation logic on EVM GW to allow the new SetCodeTx transaction type
• Investigate introduction of AccessEvents() in StateDB interface
