[BUG]: `updateRelease` API adds tag name to draft of release note

What happened?

There are screenshots with examples.

Updates by maintainer

Manually created / updated note doesn't have Tag

If maintainer miss clicks to Publish release will be prevented

Updates by API

updateRelease adds tag name

⚠️ Now miss clicks to Publish release will not be prevented

This is most likely an issue with the GitHub API.

There really isn't anything special in Octokit at all. It's just a fancy wrapper around the API endpoints
