Self-hosted e2e tests for Upgrade cluster

Add e2e tests to test kubernetes version upgrade with runtime extensinos.
We have self-hosted e2e tests that runs on docker and nutanix infrastructure. 
We should test if the kubernetes version can be upgraded to the self-managed cluster.
