npm 11 deps updates

We need to get the dependencies in npm 11 up to date now that it has a higher engines.node declaration.

This issue will be for tracking what needs to be updated. A tasklist to get us started that we can add to as we start digging into the work.

Updating engines in the npm dependencies is highly coupled to this, but doesn't have 100% overlap.
