This PR updates the CodeQL workflow to include 'actions' in the language matrix, which was added at the end of last year. This enables CodeQL to analyse GitHub Actions workflows for potential security vulnerabilities.

Needed to bump codeql to v3 to support this. No breaking changes that apply to how the actions are used in this workflow.
