tools: add linter and formatter

To help card this clean package, you'll need one or more tools to lint and format the code

There's the classic eslint prettier. But you can also use Biome. Worth a look

There should also be a commit hook to avoid pushing something that doesn't work. 

Also I'm awera there are standard but standard ins't great
