Drop --fail-if-noop flag from move-node-to-monitor <direction> command #1423

Drop it, because it doesn't make sense. If there are no monitors in the given direction the command should always fail regardless of the flag (and it already behaves this way)

--fail-if-noop is a noop flag for move-node-to-monitor <direction>

The suggestion is obviously a breaking change

Please note that move-node-to-monitor <monitor-pattern>... should stay unchanged. --fail-if-noop makes perfect sense for it.
