Programmatically create a NR dashboard tracking library usage by agent version and node.js version

### Description
We started capturing more metadata around libraries our customer use. We can now report and facet on the library version, agent version and node version.  Creating this dashboard manually is very tedious as we have a lot of libraries.

### Acceptance Criteria
A .json file that is in the format of a NR dashboard that can be imported to capture the library usage metrics.
