Globalsec Security Clearance does not take click if you use it after "start turn"

It still lets you look at the top card, and the chat log says "The Runner spent :click: to look at the top card" but the runner doesn't actually lose a click.

It seems to work correctly if you click it manually before you push "start turn"

It should probably be part of the "start turn" stack that prompts you on ordering like Earthrise/Rezeki/etc.
