Major update to git-release workflow deprecates used option, causing failure

A major update to the git-release GitHub Action workflow deprecates the ALLOW_TAG_PREFIX option, which is enabled in the workflow manifest and is causing the workflow to fail. See the git-release changelog for v4.0.0.
