Add ProjectedSGD Approximator

We should add the the ProjectedSGD estimator which basically applies SGD ontop of the least squares problem of SV with some additional normalization for ensuring efficiency at each optimization step.

Potentially this is even interesting for RegressionFSII or Banzhaf. Probably this could be a special computation method inside of shapiq.Regression.
