[Bug] : [Open in VSCode] from Azure portal should handle tenant switch gracefully!

I tried the new "Open in VS Code" feature from the Azure portal using my personal account. Since VS Code was logged into a different account, it threw a "subscription not found" error. The extension should handle this gracefully and prompt the user to sign in with the correct account.

This is a bit tricky, Azure Resources does not expose any tenant API and we also don't get the tenant info from the portal.
There are several thing we'd need to do here:

1. Portal should set the tenantId parameter
2. We need to check if the user is signed in to the tenant and prompt to sign in if not
3. Azure Resources has tenant and subscription filters, but it's not exposed through public API. We need a new API to tell Azure Resources to unfilter the requested subscription and to enable the tenant if it's disabled.
