Support controlling the Emulator docker container

We have support for the Emulator (Cosmos/Mongo) but we don't have anything to control it. It'd be great to have support for some simple operations:

• Create A docker container if it doesn't exist
• Start/Stop/Restart the container

We should look into the Docker extension, maybe we can use some APIs from there (without taking a dependency, we could suggest to install it and enable the functionality if it is installed only)
