Describe the feature you'd like supported

We have a nuget "release", but not a github "release". To enable other projects such as XDP for Windows to use eBPF for Windows in CI/CD, etc., we should create a github release.

Proposed solution

Until eBPF for Windows is production signed, we should use 0.x version numbers and follow https://semver.org/

Additional context

Once this is done, we can fill out the rest of the https://bestpractices.coreinfrastructure.org/en/projects/5742 criteria under Change Control.
