New nginx settings

I'd really like to install factory default settings so that vendor configs are maximizing performance on Heroku.

One suggestion from @richleland is to set worker_processes to 4, which is the number of cores each Heroku dyno has. 

Does anyone have other suggestions/tips?

Is this a right strategy for the project to preoptimize everything or should that be something left to site operators?
