Add another row for tabpanels

### Description

I am limited to use 25 tab panels, but I like to add more.
If I add more, the icons will overlap, and I don't like that.
I know groups exist, but I like to add another row of tab panels. 
(with one row of max 25 tab panels excluding "Create tabs panel" and "Settings" icon).

Maybe add an option on how many rows of tab panels I (as a user) can set.
