Summary

• Python 3.13 support (previously Support python3.13 #4100), to close Python 3.13 support #4284
• fix vampire install: wget cannot securely download vampire 5.0 richard-evans/vampire#122

I would mark this PR as ready, but noticed NP1 seems to fail on Python 3.13 on Windows but I cannot recreate this locally. I would add a follow up PR/issue if I could find a recreation.
