Remove workaround for skipping incompatible targets #33
Description
Currently we skip incompatible targets with this workaround
When we raise the minimum required Bazel version to one including the implementation of bazelbuild/bazel#15271, we should be able to remove this workaround.
We can resolve this when we raise the minimum Bazel version to 5.3.0.
