[Win11] - windbg.vm and ttd.vm do not install

What's the problem?

windbg.vm and ttd.vm do not install correctly for Windows 11 with the current packages we have. We may need to look into an alternative installation method based on the OS.

I put these two packages together in this issue because they install similarly.

Steps to Reproduce

Attempt to install windbg.vm and/or ttd.vm on Windows 11.
