debloat package is broken

Details

The debloat package is not installed correctly and it does not fail. I think this is because of how the config paths are accessed:

debloat.vm package files install completed. Performing other installation steps.
Applying C:\Users\flare\Desktop\debloat.vm\tools\win10.xml
Invalid path: C:\Users\flare\Desktop\debloat.vm\tools\win10.xml
An error occurred while applying config. Error: Invalid path: C:\Users\flare\Desktop\debloat.vm\tools\win10.xml

I wonder when this stopped working. 🤔 This affects at least FLARE-VM.

Was able to fix the pathing for my install, provided PR #1419 as a possible fix

@ninyya note this issue is assigned to @VinceQu and that he has already sent a PR with a fix proposal.

After reviewing both PR, I think the solution by @ninyya is better. @VinceQu would you mind if @ninyya takes this over?
