Anchor links dont work correctly on pages with colapsible content

Hi,
when I open link with anchor on new tab it doesnt work correctly and shows wrong part of the page.
You can try opening these in new tab:

This only happens on pages with collapsible content. I think browser somehow wrongly calculates where it should position window on the page. Maybe it treats all the collapsible content as open and thinks the page is longer then it really is?
Tried in both Chrome and Firefox.

@bensmrs took me a little while to track down where we're importing canonical-sphinx-extensions but that's because lxd-sphinx-extensions got renamed. I guess we should update the requirements.txt to match.

Anyway, from a quick test, this looks reasonable to me.
