URL filtering support

We need to be able to support URL filtering. There are few scenarios where URL filtering can be achieved:

1. Plain HTTP (cleartext)
2. HTTPS ( SNI or server name indication still contains plain-text url). With TLS v1.3, it might become impossible.
3. Keeping cached associations of DNS to IP mappings
