Support `carry_initial_prompt` and `hallucination_silence_threshold`

As of recently, these two arguments for `transcribe` have been implemented in base Whisper. 
I am not sure what it would take to port these into whisper-timestamped. However it seems a shame to leave them out, as they address two very common issues/requests people have had with Whisper.
