As part of the core refactor, I propose conflating test helpers and test suites under https://github.com/libp2p/go-libp2p-testing. This PR aliases all exported types and functions to their new location, except for the
ZeroLocalTCPAddressglobal var, which would be unsafe to write to as it wouldn't have any effect.
