build(deps): Bump k8s deps to v0.29.2. #2331

  • Update test version of kubernetes to v1.29.2.

What this PR does / why we need it:

  • Update go version to v1.21 (same with kubernetes v1.29)
  • Bump k8s deps to v1.29.2
  • Update README for compatibility matrix.
  • Update test version of kubernetes to v1.29.2

How does this change affect the cardinality of KSM: (increases, decreases or does not change cardinality)

* Update golang to v1.21.
