No they are not duplicates. #293 is just trying to update the PV storage usage information to the PVC object so that user can get this information by describing the PVC. #245 is a much bigger project related to storage isolation. Maybe #293 could be part of #245.

AFAICT, there is no design for this feature. It would be great to join the effort with volume resizing.

@jingxu97 & @vkamra - block volumes without a filesystem do not have the concept of available or usage. This fact is something to consider in the design for this feature.
