What this PR does / why we need it:

v1.33.0-alpha.1 removes client-go/testing::TypeConverter, which is used in https://github.com/kubernetes/autoscaler/blob/master/cluster-autoscaler/apis/provisioningrequest/client/applyconfiguration/utils.go#L65. This PR updates the version to alpha.1 and re-runs the codegen, following the instructions from #7195.
