VM based self-hosted templates should have the internal LB solution baked into them.

We reverted the updates to VM based templates since it was breaking CAPZ version upgrades.
Instead, We will have separate templates to support dev using internal LB for inter-node communication for the workload clusters.

This issue is mostly done since we have added two templates that leverage internal LB IP. We want to make sure that opted out users do not get a new internal LB.
