maintenance for Jupyter_core and pytest-jupyter.

Both appear to have been un-maintaied for respectively 8 and 11 month,

I am trying to narrow down an issue in ipykernel which lead me to jupyter_core:

• I realized core is unmaintained as nobody realise pre-commit-ci was not managing to send PRs to update checks for about a year.
• I tried to update, but the PRs are failing becuase pytest_jupyter has issue.
• I went to pytest-jupyter, that had a 0.11.dev tagged 11 month ago and no maintenance, no replies to PR or issues.

I unfortunately can't spend tie to go that deep and find it problematic that some packages can get no-one to reviews issues and PRs for close to a year.

I think it would be great to:

• find some people time, or funds to check that.
• Have tooling that can warn us when a repo see less activity than it should for manual investigation

Thanks, @Carreau. I've been observing this too, and something we plan to bring to the next governing board meetings. I'm hopeful we can route resources in these types of directions quickly.
