Add online training to Encog

I'm interested in fixing this issues. I need this feature for my project JSkat (https://github.com/b0n541/jskat-multimodule). Unfortunately I would need some hints where to start. Could you provide some links to academical papers and a short hint, where to implement it in the Encog code base? Thank you.

Online training has been added to Encog, it will be in Encog 3.2. See the following FAQ for more info.
