Enable tile size setter and f-block offset setter in ptable heatmap plotter

Summary

Need to fully address two issues left out in #157:

• tile size setter is not working properly
• f_block offset (95cfc76 doesn't work) isn't working

I would close this as mpl version of ptable plotter is removed
