[Feature]: Ability to watch secret and perform rolling update for Jaeger Ins

Requirement

Running in Production, secret rotation is one of the best practice. In the event of secret rotation happen for elasticsearch secret, jaeger-operator unable to perform rolling update for the JaegerCollector, Query deployment, this required manual intervention to perform restart for deployment

Problem

No rolling update and watching secret changes event from Jaeger Operator

Proposal

My proposal is that we can add provide configurable deployment annotation. And we can suggest user to use plugin from https://github.com/stakater/Reloader, the Reloader are able to watch the secret and perform rolling update.
