Split the JS API apart from the CLI.

I don't need the CLI, and having it included in the package adds extra dependencies. Would it be possible to split the JS API out into a separate package, used as a dependency of this package? Maybe something like glob-core.

#536 - has been discussed before. I'd also like this, it surprised me to look at my dependency tree which newly includes glob and see foreground-child, which appears to only be used by the bin script.
