Add ipfs-geoip as example of DAG-CBOR DAG.

it is a tiny library, I suggest making it a dependency, so we always point at the latest GEOIP_ROOT:

@rvagg @ribasushi @vmx @RangerMauve @anjor do you have any dag-cbor CIDs worth surfacing here (in IPFS Desktop's "Explore" page and on http://explore.ipld.io//) or in tests?

@hacdias is working on ipfs/boxo#307 and having more real world examples benefits both that PR and the gateway work.
