[TEST] Handle `test_core.py::test_no_rematerialization_op`

Upstream commit 2c59df5 modified the rematerialization heuristic, and added a test case test_no_rematerialization_op. It is merged in #4586 with the test case test_no_rematerialization_op skipped.

This issue is to determine if we want to perform the same modification in Intel backend, and handle the test case correspondingly.
