test: snapd windows tests not working

In #3820 @mastersans has added a checker for snapd, but for some reason the tests do not work on windows. They've been disabled so as not to cause problems, but we need some further investigation to figure out what's going wrong here.

I am pretty much sure it's due to some problem with the extraction of condensed file contents on windows platform.

We may want to try re-running these tests now that we've forced windows tests to run on python 3.12 (previously they were 3.9 and 3.10 I think?). Anyhow, they may be working now.
