tests: fix and re-enable disabled SBOM and package list tests

Putting this up as a reminder:

We've disabled an SBOM test and I'm likely to disable the Ubuntu Package List parser test temporarily in #3160 while we made some changes to the data parsing that resulted in more database entries . This issue is a reminder that those need to be correctly fixed and re-enabled relatively soon. I'm flagging this as 3.3 so I will absolutely have to review it before that release, but sooner is better. I think the data is stable now and the tests should be relatively easy to update.

Adding test_valid_requirements to the list of (temporarily) disabled test that need updating.

Okay, sbom is looking good but we've still got test_valid_requirements disabled.

This is probably an easy bug for someone so I'll flag it for hacktoberfest.

Someone needs to take off this line above test_valid_requirements in test/test_package_list_parser.py

    @pytest.mark.skip(reason="Temporarily broken by data changes")

And replace the old line which skips if not on ubuntu but will let it run on some of our CI systems.:
