Distribution votes correct count

We need to switch from "fake votes" distibution (1 vote is enough in each category) to proper (distribution)

1. Dreps can be done easily
2. Committee can be done easily
3. Pools (total and registered) -- requires additional topic to read from it.

Also, some unit testing for votes counting is a good idea.
