bug(YouTube - Player components): Speed overlay value only works when set to 1.0 or higher

Bug description

If the Speed overlay value option is set to a value lower than 1.0, the playback speed is not set to that speed when holding down in the player. (But the UI bubble that appears when holding down in the player will display the correct value)

I tested 0.25, 0.5, 2.0, and 8.0

Solution

If the issue can't be fixed, the summary of the setting can be changed to specify that the option only supports values between 1.0 - 8.0.
