Description
The master-1.x nightly CI build is broken due to bad S3 permissions in the publish_changelog step. This causes issues with dependent projects that check status of CI builds.
Since we currently do not publish nightly binaries for master-1.x, it makes sense to simply disable publishing the changelog for now.
