This should fix issues that only occur when the root proxy directory
has changed. If proxies are moved between drives, simply update the path
correctly in rprox user settings.

  • Also modified Resolve parsed Proxy Media Path to resolve correctly
    instead of to None

  • Upgraded some minor package depedencies
