Links with data-turbo-stream="true" attribute triggers turbo:submit-start event on click

I just updated to latest version (8.0.16) from 7.2.4 and found out, that this happens on all links with data-turbo-stream="true" attribute. Is this intended? Seems like bug in my opinion.

For anyone facing this issue, my workaround for this is fetching turbo streams "manually" with Javascript:

  const response = await fetch(url, {
    headers: {
      "Accept": "text/vnd.turbo-stream.html"
    }
  });
  const streamActionHTML = await response.text();

  Turbo.renderStreamMessage(streamActionHTML);
