Not to spam PR with comments - single comment and update

This by default seems to send multiple / added up comments to PR  - on new commits. 

By logic, it makes sense. But would be nice if we have following option:

- Write single comment and edit it with some changed content -(commit id or something)

Example: `mshick/add-pr-comment@v2` uses the above logic - would be nice to refer from.
