Add a GitHub Actions workflow for 10K test

Problem

Follow up to #8700, we need to split the work into Java work and Github Actions work.

Solution

• Create a GitHub action workflow that spins up a kind cluster with mirror node
• Use RecordFileParserPerformanceTest to generate 10K files of various types
• Use either minio or local file system to deliver files to importer.
• Verify importer metrics are within spec for each testing phase
• For HCS, verify E2E metrics are within spec (can be a separate ticket)
