feat(simulator): Simulator Support for EndOfStream Request with Too_Far_Behind. so BN backfills.

For the E2E Test Cases of Backfill we will need to support a Publisher, that when receives the Respose from BN:

EndOfStream with Behind Status Code.

Based on either a Flag or a MAX Cached blocks property, it replies with Request of Type:

EndStream with code TOO_FAR_BEHIND.

And backs off giving the BN time to sync with another BN, before re-trying again to publish the same block as the first time.
