Regular expression `$` can't handle `crlf` at end of line

Summary

Selecting characters at the end of a line with $ doesn't work if the line ends in Windows-style crlf.

Reproduction Steps

I tried this:

I expected this to happen:

The numbers at the end of each line should be selected.

Instead, this happened:

Nothing is selected.

Per regex docs:

R enables CRLF mode: when multi-line mode is enabled, \r\n is used

So we need to enable this by default. Currently, you can work around this by enabling the flag via the prefix (?R) in regex
