azurerm_lb remove Computed from IP address properties

Description

Regarding azurerm_lb, there was uncertainty around whether some properties needed to be Optional Computed. Testing has revealed the following:

• Removing Computed from private_ip_address and private_ip_address_version causes drift and should therefore remain Computed
• Removing Computed from subnet_id and public_ip_address_id has no effect and can be changed to just Optional.
