add defibrillators data for each municipality

• this project collects locations of defibrillators: https://defi.co.il/
• the data is available via an API: https://docs.google.com/document/d/1if_SjF_zJ7xUFG9fKfq9Rf6XZHhQk7hfg2xTbf_TMOo/edit?usp=sharing
• the api returns geo coordinates and city name, so we can easily adapt this to include in each municipality's default data

suggested implementation

• implement a process which periodically collects all the data from API and updates a corresponding resource in odata CKAN
• add a process, same as the other municipality processes which gets each municipality's data from this odata resource

I generated a designated token: f931d993-8f50-4a47-8087-d8609e8097d3, e.g. response can be seen here:

Furthermore, as the documentation stated: the indexCity property in the response indicate municipality by google-reverse-geocoding api service (in hebrew). If there is any other protocol for indexing cities I might be able to implement it in the response.

The data can be also downloaded as a csv file at the landing page (scroll down) here: https://defi.co.il/ (and its equal to the API response at any given moment).
